Russian Minister of Transportation Maxim Sokolov said that he did not consider the regulation to ban all liquids – including those in containers that hold less than 100 ml – in carry-on luggage to be discriminating and that he would sign a relevant resolution on Thursday.
“This is not a discriminating regulation. This is a regulation for increased security demands for all passengers,” Sokolov told reporters on Thursday.
The Russian Federal Air Transport Agency (Rosaviatsiya) has already given the relevant recommendation – to not allow individuals with liquids below 100 ml on board in their carry-on luggage – to all carriers, the minister said.
“The relevant resolution of the Ministry of Transportation will be signed today as well. This measure will apply until relevant threats decrease,” Sokolov said.
