Russia is ready to supply oil to all ASEAN member-states, which are interested in it, Energy Minister Alexander Novak said at Russia-ASEAN summit on Friday.

“Those may be both direct deliveries and supply swap. Oil products may be supplied both within long-term and short-term contracts. This will be fixed within the project’s implementation. We don’t have reasons for waiving supplies in case there is demand and commercial benefit. We’re ready to supply to the countries that need oil and oil products, this direction is interesting to us,” he said when asked about crude supplies to Indonesia and other ASEAN member-states.

Vietnam

Gazpromneft is considering the possibility of taking a stake in an oil refinery in Vietnam, Novak added.

“There is such an issue on the agenda. As you may understand, the situation on the world market has changed somewhat. So has the project’s economic future. Before, there were plans for using benefits. There is some uncertainty regarding that aspect of a future decision. The issue is still on the agenda. Gazpromneft is interacting with Vietnamese partners. Economically effective terms of joining the project are being devised,” he said.

Malaysia

Russia’s Zarubezhneft is in talks on entering projects in Malaysia, Novak added.

“As for Zarubezhneft they are studying opportunities to enter projects in Malaysia. Zarubezhneft has a lot of experience to enhance the effectiveness of existing fields, and offers its services and participation,” Novak said.

“Also, Zarubezhneft shows interest in studying the assets of Petronas. The parties are holding consultations about it,” he said.

Oil deliveries to Thailand, Cambodia, Philippines

According to the minister, Russia is considering oil swap deliveries to Thailand, Cambodia and the Philippines.

“Today deliveries are being made as part of swap operations to Malaysia and Singapore. In a perspective, we are also considering deliveries to Thailand, the Philippines and Cambodia,” the energy minister said.

Indonesia

The minister has also noted that Russian technologies will be used in construction of an oil refinery in Indonesia.

“Those are joint oil and gas shale projects, the construction of a refinery in Indonesia with capacity of 24 mln tonnes,” he said when answering the respective question on joint projects with ASEAN countries.

Meanwhile, ASEAN countries are expected to participate in LNG projects in Russia, including Novatek’s project, Novak added.
