To the competent commerce departments of all provinces, autonomous regions and municipalities directly under the Central Government, municipalities separately listed on the state plan and the Xinjiang Production and Construction Corps, as well as relevant central enterprises:
In accordance with Regulation of the People’s Republic of China on the Administration of the Import and Export of Goods and Measures for the Administration of Export Commodities Quotas and other relevant provisions, based on supply and demand situation of international market and the implementation of export quotas by all regions and enterprises, the Allocation Plan of Export Quotas of Some Agricultural Products in 2013 (please refer to the Annex) formulated by Ministry of Commerce is hereby issued for compliance.
Local competent commerce departments shall, in strict accordance with relevant provisions and in timely manner, carry out the secondary quotas allocation, related verification and feedback, and in the course of quotas allocation, priority shall be given to enterprises with high utilization rate of export quotas, distinctive operating capacity, good supply and quality as well as excellent brand reputation. Local competent commerce departments shall submit plans on secondary quotas allocation to the Ministry of Commerce (Department of Foreign Trade) for review and filing in timely manner, and forward the same to Quota & Licence Administrative Bureau Ministry of Commerce, China International Electronic Commerce Center and relevant export license issuing agencies.
